Witold Staniszkis

Witold Staniszkis is the CEO, founder and a shareholder in Rodan Systems SA. He graduated from the University of Gdansk in 1966 and gained his PhD in 1976. Active in the software design and production field for more than 30 years, he has conducted research and supervised the implementation of many large database-related IT systems in Poland, USA and Western Europe over the course of his professional career. His achievements include SYKON, RODAN, Distributed Query System, DataBase Predictor and Analyzer. Since 1993 he has headed up development of the OfficeObjects® software product family.

For several years, Staniszkis was the president of the Polish branch of the Information Systems Audit and Control Association (ISACA) and the Polish representative for the Technical Committee 8 (Evaluation of IT Systems) in the IFIP (International Federation for Information Processing). Until April 2004, Witold Staniszkis was the coordinator of the European scientific and research project ICONS. Before that, he participated in various ways in following projects :INFOMIX, COMPONENT+ and ASG. Currently, he is involved in the R&D of three projects taking place under the Sixth Framework Project of the European Union: eGov-Bus (with the status of the project coordinator), OneStopGov and VIDE.

Witold Staniszkis is a member of the Coordinating Committee of the Polish IT Platform. Since 2006, he has been Poland’s only representative, acting as a member of the Board of the European Technological Platform NESSI (Network European Software & Services Initiative). Witold Staniszkis has co-authored two books and is the author of over forty publications on software. He is a renowned and acclaimed expert on information management.


Panel discussion: Innovations for Business eParticipation - panel abstract

Much of the eParticipation research and implementation work has been concentrated on issues related to interaction of individuals (i.e. citizens) with administrations usually dealing with issues related to the local laws and regulations. The standing definition of e-Participation utters that “eDemocracy is concerned with the use of ICT to engage citizens, support the democratic decision-making processes and strengthen representative democracy“ (Ann Macintoch and Angus Whyte).
Practical hands-on experience stemming for numerous research projects sponsored by the corresponding research programmes of the European Commission demonstrate that the e-Participation processes and interactions are already complex and notoriously difficult to animate on the citizen-administration level. Involving businesses in e-Participation processes adds an additional level of complexity.
The panel aims to approach the business e-Participation issues taking the following perspectives:

  • The hands-on practical experience of  real life projects, such as the TID+ project in Estonia
  • The technological perspective viewing ICT, in particular cloud computing and SaaS technologies, as an enabling platform.
  • The legislative process perspective dealing with the back office legislative processes and initiatives on various administration levels.
  • The business representation perspective focusing on the role of business associations acting as representatives of assorted business issues and interests.

After the introduction by the moderator, the panellists are to succinctly (10 minutes) present their views and experience stemming from their respective perspectives. The remaining panel time will be devoted to comments and questions/issues raised by the audience.
Each e-Participation perspective presentation will be guided by a series of issues presented by the moderator to the panellists.
