Maria Wimmer

Dr. Maria A. Wimmer, full professor for e-government at University of Koblenz-Landau, Germany. She studied Computer Sciences at University of Linz, Austria. After a two year research stay on designing safety critical systems for train traffic control at the CNR and University of Siena in Italy, she researches ICT for the public sector since over 10 years. Her research covers e-government, open government and e-participation with various facets (holistic design, enterprise architecture, conceptual modelling, ontology and knowledge management, procurement, standardization and interoperability, stakeholder involvement, technology use, evaluation, policy development, strategic planning, etc.). She was/is engaged in EC-funded research projects in ICT for the public sector

  • a) on interoperability, process management, e-procurement, enterprise architecture, knowledge management and e-government systems design (BRITE, EATrain2, eGOV, PEPPOL, R4eGov)
  • b) on shaping e-participation research, e-participation platform design and monitoring of e-participation projects (DEMO-NET, LEX-IS, MOMENTUM, VoicE, VoiceS)
  • c) and on strategic planning of e-government research, policy development, stakeholder engagement and community-building (CROSSROAD, eGovPoliNet, eGovRTD2020, OCOPOMO – coordinating the last three).
  • She also engages in regional and local level research and knowledge transfer projects. Maria Wimmer co-organizes the annual international IFIP EGOV conferences. She published over 150 papers in the field (www.uni-koblenz.de/agvinf).


eGovPoliNet - Building a Global Multidisciplinary Digital Governance and Policy Modelling Research and Practice Community

eGovPoliNet sets up an international community in ICT solutions for governance and policy modelling. The international community of researchers and practitioners will share and advance research and insights from practical cases around the world. To achieve this, eGovPoliNet builds on experiences accumulated by leading actors bringing together the innovative knowledge of the field. Capabilities, tools and methods brought forward by academia, ICT industry, highly specialised policy consulting firms, and policy operators and governance experts from governments will be investigated and collected in an international knowledge base. Comparative analyses and descriptions of cases, tools and scientific approaches will complement this knowledge base. Therewith, the currently existing fragmentation across disciplines will be overcome. Community building of experts from academia, industry and public organizations, and other interested stakeholders will be supported by a community portal for knowledge sharing, collaboration, dissemination, and multidisciplinary constituency building in an open environment. Expertise of the project consortium covers a wide range of aspects for social and professional networking and multidisciplinary constituency building along the axes of technology, participative processes, governance, policy modelling, social simulation and visualisation. It will be counterbalanced as the community will evolve over the years. Through sharing of approaches and exposing them to the community’s discussions, eGovPoliNet will advance the way research, development and practice is performed worldwide in using ICT solutions for governance and policy modelling.
