Prof. Wojciech Cellary uczestniczył w Paryżu w posiedzeniu Rady Naukowej Institut TELECOM (dawniej Groupe des Ecoles des Télécommunications), grupującego najważniejsze francuskie uczelnie techniczne: TELECOM ParisTech, TELECOM Bretagne, TELECOM SudParis, TELECOM Ecole de Management, TELECOM Lille1, Institut Eurecom. Prof. Cellary jest członkiem Rady Naukowej Institut TELECOM od 2006 r.
